I am doing a paper on autonomous regions and how to control/govern them, with the case study being the pakistani tribal areas...any suggestions?

Actually, the tribal area is another doing of the british before they pulled out. They created this area to insure their trade through the khyber pass. Also, because those fockers said pretty much, kill us all or let us all live...so they gave them this area the size of vermont before pakistan was even created. It would be like if the British let the native Americans stay in Montana before 1776, then telling the Americans to deal with it, even though they shared a border with Canada. Also, these tribals do not consider themselves as Pakistani..they are pashtuns, so they look more toward kabul, pre-US invasion, than islamabad.

In order to implement a plan of that magnitude you would have to do a detailed area study to see if the
locals were subjugated in these regions or if they freely chose to be ruled by the various warlords in the
area. It would seem that only if they were subjugated would you have a chance to destabilize their rule.
Something like the Briggs Plan used during the Malaysian Emergency, which essentially called for uprooting
the indigenous population and moving them into fortified areas in order to deny the warlords a food supply.
It would be necessary to insert a counter-insurgency force to keep the gunman under constant threat of
ambush. At the same time a hearts & minds campaign (medical care, supplies etc.) to the locals in order
to keep their allegiance and gain intelligence.
My guess is that tribal loyalties and generational bloodlines in the area you chose would condemn any attempt
at rule or outside govern ship. Without the good will of the local population guerrilla warfare is useless. The
destruction that would be unleashed through a direct military intervention would only alienate the very people
you’re trying to govern.
