I found a US helmet cover in a KitBag in reserves service a year and a half ago just like this one, but without the patch (I saved it and would have taken a picture of it and post it if I had the time). Instead, mine has a small rank patch in the front of it (Sargent, I think. I'm the only reservist in my battalion with a helmet cover :)).
there's quite a few of these covers arround. this guy, which is not a soldier but a police officer, probebly thought to himself (like me) that its easyer to keep the patch on, and no one here knows or cares about its meaning.
*edit: the helmet is a US helmet. I find it less confy then the IDF's round helmet. It also weights a bit more.

Last time i was in reserves i got a US helmet and after realising that it looks nice but i still prefer it when blood is flowing to my brain i switched it to the Israeli one.
and it's not because it was too small for me, all of the soldiers that got them complained about it squeezing their forehead.

Weapons are placed on a Palestinian boy, holding a Palestinian flag, as he lays on the ground, pretending to be dead, while other children of the Mini Palestinian parliament organization participate a demonstration calling for an end to Fatah-Hamas factional fighting at the Rafah Refugee camp southern Gaza Strip Sunday Feb. 4, 2007. Hamas gunmen attacked bases of Fatah-allied troops with mortars and rocket-propelled grenades early Sunday, part of a four-day campaign by the Islamic militants to weaken the security forces loyal to Palestinian President Mahmoud Abbas.
** EDS NOTE GRAPHIC CONTENT (http://img365.imageshack.us/img365/395/32028389nw4.jpg) ** Security forces officers look at one of the four gunmen killed in a clash with security forces that surrounded them in a tinned food factory in the Chechen village of Kurchaloi, 30 km (18 miles) east of Grozny, Saturday, Feb. 3, 2007. The four gunmen, suspected rebels, resisted arrest and were killed, the Chechen Interior Ministry said on Saturday. Large-scale fighting in Chechnya has all but ended, but small-scale attacks and hit-and-run ambushes on police and government officials persist _ violence that is blamed on both criminal gangs and remaining groups of separatist rebels in the southern Russian region.

in pakistani/afghani culture, it is considered to be a status symbol if you dress your weapon up with bright colours. Some even go as far as to cut the butt off a weapon. It won't fire acurately but b/c it looks cool then you are considered higher up in social standards than someone without a short weapon or brightly coloured one.

Dozens electrocuted atop train in south Pakistan
AP, KARACHI, PAKISTAN
Tuesday, Jan 30, 2007,
Dozens of people sitting on the roof of a crowded passenger train were swept off or electrocuted by an overhead power line in southern Pakistan, killing at least 11 people and injuring more than 40, a Cabinet minister said.
Minister for Railways Sheikh Rashid Ahmed said that Sunday's "tragic" accident occurred near the town of Sukkur in Pakistan's southern Sindh Province. The fatalities and injuries were caused as people were electrocuted or tossed off the top of the moving train after they were hit by the high voltage power line, Ahmed said by telephone from Brussels, where he was on an official visit.
