MUNICH, Germany Feb 10, 2007 (AP)— Russian President Vladimir Putin blasted the United States Saturday for the "almost uncontained" use of force in the world, and for encouraging other countries to acquire nuclear weapons.
Putin told a security forum that "we are witnessing an almost uncontained hyper use of force in international relations" and that "one state, the United States, has overstepped its national borders in every way.
"This is very dangerous, nobody feels secure anymore because nobody can hide behind international law," Putin told the gathering.
Putin did not elaborate on specifics and did not mention the wars in Iraq or Afghanistan. But he dismissed suggestions that the European Union and NATO had the right to intervene in crisis regions.
"The legitimate use of force can only done by the United Nations, it cannot be replaced by EU or NATO," he said.
Putin's comments to a weekend forum attended by 250 officials, including Defense Secretary Robert Gates and Iranian nuclear negotiator Ali Larijani, came after German Chancellor Angela Merkel said that the international community is determined to prevent Iran from obtaining nuclear weapons.

"What is a unipolar world? No matter how we beautify this term it means one single centre of power, one single centre of force and one single master," Putin told an annual gathering of top security and defence officials in southern Germany.

"It has nothing in common with democracy because that is the opinion of the majority taking into account the minority opinion. People are always teaching us democracy but the people who teach us democracy don't want to learn it themselves," he said.
Putin said that the United States, above all, had repeatedly overstepped its national borders in questions of international security, a policy that he said had not made the world safer. On the contrary, the world had become less safe, he said.
"Unilateral actions have not resolved conflicts but have made them worse," Putin said.
"This is very dangerous. Nobody feels secure any more because nobody can hide behind international law," he said.
He did not mention any specific conflicts. However, Putin has been very critical of the U.S. decision to invade Iraq in 2003.

Actually Putin did not mention "other western countries" just the US.

Putin's comments in diplomatic language are very very critical of the US. Whether you like him or not his comments are taken seriously. This guy is not Yelstin that is for sure.

I think the US-Russia relations are going nasty.

By the way I am trying to disagree with his comments.

though he has a point, he's got chechen problems of his own ... they are still fighting for independence, and russia still won't give in. At least USA is trying to root out and stomp out enemies (which of course is still easier said than done).

you really should look up who the guys are who are fighting for independence, how they do it and what their vision of an independant chechnya looks like.

Putin is an idiot. Instead of proposing to stick to UN Charter, one should propose to change the Charter itself - it corresponds to realities of the post-WWII Yurop, not today.

you really should look up who the guys are who are fighting for independence, how they do it and what their vision of an independant chechnya looks like.

Give it independence and then annihilate it with vacuum bombs when they try to organize another raid on Russian territory (and they definitely will).
