why did the US army get the m24 (which also based, If i remember correctly, on the remington 700) instead of just getting the M40 which was already in use?

Marine's build their m40 in house on a .308 length action. remington builds the m24 for the army on a magnum length action, so the rifle can also be chambered in .300 winchester magnum

Also, the M24 is an improvement in many respects to the M40. Of course the M24 has it's fair share of issues (don't even get me started on the iron sights). Of course, the Marines now use the M40A3 which blows the M24 out of the water.
Soon you'll see the Army adopting an improved version of the M24 ( we hope). Nothing yet as to what the new "official" SWS will be called. Remington has been offering to update M24's sent in for re-barreling to their new M24A2 but the Army sent out letters saying it was an unauthorized modification. Everyone who got them modified had to send them back. Gotta love the Army.

Really what we want is the M24A3 in .338 Lapua. It even has the right MOA clicks on the scope instead of the crappy 1 MOA elevation and 1/2 windage on the M24.
