the iraqi police got digial camouflage uniforms so how come the iraqi army dosen't.

coz it's blue iirc, not the camo I woudl choose in a terrain like Iraq.

Police officers shall be seen, soldiers shoud use camo :p

I don't know why the Army dosen't have it but the reasoning behind the police getting it is because there were a lot of cases where insurgents were copying police uniforms. These uniforms were used by insurgents attacking police stations and with secretarian death squads. The digital uniforms have the Iraqi flag just like the Marine corps symbol with in the camo pattern.
