Inspired by DanteXaviers thread to build a military in Botswana i thought it will be interesting to see what happen in the, maybe close, future in Cuba.

Situation:
After the dead of Fidel "El Presidente" Castro, the political situation in Cuba was going to be a problem. The Cuban population, sick of empty stores, high inflation rate, and political repression started a uprising against the Goverment.
The Communist Party with some parts of Police and Army have serious fights against their own citizens in the streets.
The Exil Cubans from Miami supportes the Uprising with weapons and money. The State of Florida has serious problem to handle with the more then 600.000 Refugees. The National Guard has been sent to Miami to handle the Refugee Problem. The gouvernor calls in Washington to restore order in Cuba before the Refugee problem could become to big.
The UN adopted a Resolution for sending in Peace keeping troops to Cuba. After the Cuban Air Force shot down 4 Mexican Transport planes and forced to land two Ukrainian An225 full with Colombian APC´s.
The Senate forced the US President to act and so the US Air Force restored the Air Superiority over the whole Island. The USMC takes soon control of major cities on the Island. The UN peace keeping troops from South America restores the order and ogranized the first democratic elections in almost 50 years. Winner was a conservative coaltion with support of EU and the US.
Your mission
You are the MoD of the new "Republic Cuba", you have to build a modern military. Your focus should be to modernize the Army and Navy to control your borders.
What have you in stock at the moment?
The standard Rifle is the Soviet made AK47. These types of MBT are in use T34, T55, T62 and PT76 the complete number is about 900. There is also various of APC in use (mostly BTR40,50,60,152) the complete number is about 700.
The Air Force is made up of Soviet Aircraft. You got this in stock
78 MiG 21 (12 were shot down by USAF)
27 MiG 23 (3 were destroyed on runway by US Navy)
The MiG29 were shot down by USMC Hornets.
The Navy stands only on a couple of Speed Boats and two Frigates. The rest is going to be scrapped.
Budget:
Rebuild and modernize the military so that it can better handle with modern threats and so that it can increase it's effectiveness.
Your budget is US $ 750 Mil. p.A. with a 5% Rise p.A. for the next 5 years.
After that period you are forced to reduce to 4% of the GDP.
You are free to expand the military and reorganize it if you want to incorporate new equipment and/or strategies.
The US wish for Cuba to become an ally of them to send a clear signal to the people of Venezuela. So the US is willing to offer surplus equipment, as are most NATO nations.
