How to recruit people into military

Well, three things:

1. Does a referral require that the "referred" person actually enlist or just talk to the recruiter and all that?

2. How soon would you need them by?

3. Does the referred have to go to the same recruiting office?

If so...tell the gunny I am going to wait until I graduate and then go OCS. No way I'm getting chevrons when i can be wearing bars (no offense to you enlisted men ;) ) :D
