Why does this Airman have on his left shoulder over his ranks an Army shoulder patch?????? Can Airforce people wear on their shoulder army shoulder patches??????

What do you mean? Like can they wear thier rank insignia's on thier arms like the rest of the armed forces? Or do you mean he has both an Army and Air Force patch?

81st Infantry Brigade from Seattle Washington.
Strange. Wonder how he got into the Army AND Air force. That's an Army National Guard unit, BTW.

CCT's and other AF personnel can be attached to Army units and fall under their command, hence the Army unit patch, regardless of active/national guard/reserve status.

ASOS (Air Support Ops Squadrons) are alloted to Army units, they have TACP's among their ranks.

If I'm not mistaken, all Washington State National Guard units have the native american eagle shoulder patch. This would make him a member of a WANG (Washington Air National Guard) unit.

Any badge earned while attached to an army unit can be worn by AF. If attached to an Army unit AF can wear the unit patches. This includes Ranger, Special Ops, Air Assault, etc...

The "Airmen" in the photos are Enlisted Tactical Air Controllers (ETAC) assinged to a Tactical Air Control Party (TACP). TACPs (along with combat weather teams) are attached are assigned to Army, Army Reserve, and Army National Guard (ARNG) units. They wear the same shoulder patch as the unit they are assinged to.
Also, you don't want to confuse Combat Controllers and TACPs. Searh this thread for an explanation I did on what each one does.
