Um... well IQ isn't everything. You don't have to be smart to be President, right? I personally can't stand Carter and Clinton and their rated pretty high smarts wise. 91 is kinda low though. If this were some kind of joke I'd probably have a good laugh but since it's not....

The President is not solely responsible for the economic state of the nation. He can sign some bills that can help it out but he did not put the US in its best economic period all by himself. And those that blame Bush for the recession and bad economy during his first term are a bunch of morons.
