It could be an episode of South Park, or a Bunuel conceit were he alive: a non-existent nation has pledged (http://www.sealandcasino.com/) to open an online casino open to Americans on a formerly abandoned military platform in the North Sea.

The Cheney administration can now confront that rarity, a government more surreal than its own: namely, that of the fictitious micronation, Sealand...

They already do hosting, but it must all go through England so as soon as Gordon Brown and the FBI do some colluding, they will know everyone and everything :)

The Principality of Sealand is a non-DMCA country. However, it's information services are government regulated and specifically exclude activities such as:
No ****ography that would be considered illegal within the EU.
No infringement of copyright. This includes warez sites and listing sites that index copyrighted material.
No SPAM or unsolicited advertising, including opt-out e-mail lists.
No hacking including port scans or network vulnerability testing, distributing viruses, phishing sites.
No material that is obscene, threatening, abusive, libelous, or encourages conduct that would constitute a criminal offense.

Didn`t sealand go up in flames a while back or am I thinking of somewhere completely different?

One of their generators was faulty if I remember and caught fire.
