CAIRO, Egypt - Terror mastermind Osama bin Laden plans a new video addressing the American people regarding the anniversary of the Sept. 11 attacks, terror monitoring groups said Thursday.

SITE Intelligence Group said an Internet announcement of the plan included a photo of the al-Qaida leader from the upcoming video - his beard, which in previous messages had been streaked with gray, was entirely dark.

The Intelcenter, which also monitors Islamic Web sites, said the video is expected within the next 72 hours, before the sixth anniversary of the World Trade Center attack. The last bin Laden video was in October 2004, shortly before the U.S. presidential elections.

ya know... most times when a Bush admin official is interviewed about OBL they say the fight isn't about one man.

I used to think they were making the point that success and failure doesn't ride with finding him.

The other way of looking at it is he's dead, they know it, but they don't want the fight declared over if its ever released.

Of course if I was AQ I might conclude his death was a good thing to publicize.

CNN haven't said he's dead either. It's just my hunch as he hasn't released any new material in a while and his videos all appear to have been shot before the fight at Tora Bora, then released later. There's been no definitive proof since then that bin Laden is alive.

Honestly it was a surprise to me that Bin Laden mentioned Noam Chomsky the (Tortsky of modern world left movement) and CIA guy Scheuer. I wonder if he had their books translated for him?

Scheuer is a disturbing dude because he is an "AQ expert", but after he appeared on Cavuto to comment on the Osama tape, he sounded like a spokesman for AQ rather a CIA expert. Basically Scheuer reassured us fellow Americans that AQ won't bother us if we let them do what they want in the Arab world (remove Arab dictators and install an Islamic state). Scheuer believes that we should change our foreign policy in the middle east and let the AQ take over the dictators that we support and the world will be a nice place after that. According to Scheuer AQ's hate has nothing to do with Western values, but us meddling in the middle east. Cavuto forgot to ask Scheuer why Bin Laden again asked Americans to convert to Islam?

ABC News' Jonathan Karl Reports: ABC News has obtained a transcript of the latest taped message from Osama bin Laden.

Sources tell ABC News the tape, bin Laden's first message in three years, is approximately 30 minutes long, and does not contain overt threats to the United States.

According to the transcript, which can be viewed by clicking here, bin Laden opens with "praise to Allah" and his "law of retaliation" -- "an eye for an eye, a tooth for a tooth and the killer is killed."

Bin Laden also spoke to the ongoing situation in Iraq throughout the tape, heavily criticizing the Bush administration.

He says to the American people, "you made one of your greatest mistakes, in that you neither brought to account nor punished those who waged this war, not even the most violent of its murderers, [former Defense Secretary Donald] Rumsfeld…"

"You permitted Bush to complete his first term, and stranger still, chose him for a second term, which gave him a clear mandate from you -- with your full knowledge and consent -- to continue to murder our people in Iraq and Afghanistan. Then you claim to be innocent! The innocence of yours is like my innocence of the blood of your sons on the 11th -- were I to claim such a thing."

Bin Laden says President Bush's words echo "neoconservatives like Cheney, Rumsfeld, and Richard Perle."

"People of America: the world is following your news in regards to your invasion of Iraq, for people have recently come to know that, after several years of tragedies of this war, the vast majority of you want it stopped. Thus, you elected the Democratic Party for this purpose, but the Democrats haven't made a move worth mentioning. On the contrary, they continue to agree to the spending of tens of billions to continue the killing and war there."

The transcript indicates that bin Laden refers to statements from U.S. soldiers in Iraq, from an interview taped by a British journalist. Portions of the interview aired in a July report on ABC News.

"It would benefit you to listen to the poignant messages of your soldiers in Iraq, who are paying -- with their blood, nerves and scattered limbs -- the price for these sorts of irresponsible statements," the transcript says.

"Among them is the eloquent message of Joshua which he sent by way of the media, in which he wipes the tears from his eyes and describes American politicians in harsh terms and invites them to join him there for a few days," the statement continues.

According to the transcript, bin Laden says there are two ways to end the war:

"The first is from our side, and it is to continue to escalate the killing and fighting against you."

The second is to do away with the American democratic system of government. "It has now become clear to you and the entire world the impotence of the democratic system and how it plays with the interests of the peoples and their blood by sacrificing soldiers and populations to achieve the interests of the major corporations."

The rambling transcript also mentions French President Nicolas Sarkozy, which suggests the tape was made after Sarkozy's election in May.

Bin Laden comes close to offering a date for the tape with this by saying, "... just a few days ago, the Japanese observed the 62nd anniversary of the annihilation of Hiroshima and Nagasaki by your nuclear weapons." The anniversary was on August 6.

He goes on to call Noam Chomsky "among one of the most capable of those from your own side," and mentions global warming and "the Kyoto accord."

He also speaks to recent issues grabbing headlines in the United States, referring to "the reeling of many of you under the burden of interest-related debts, insane taxes and real estate mortgages; global warming and its woes..."

"To conclude," bin Laden says, "I invite you to embrace Islam." He goes on to say: "There are no taxes in Islam, but rather there is a limited Zakaat [alms] totaling 2.5 percent.”

Scheuer said that the next attack is almost or ready to roll and it will be much more devastating than 9/11. He might be on to something here. 6 years have past and empty threats from AQ, I'm sure sooner or later they will hit again. And I'm not so sonfident that we have made such progress in national security after 9/11.

He cites Chomsky as an American who questions the excesses of the Bush regime; he mentions the environment and probably a muslim duty to protect God's earth: this isn't for you it is to lure moderate muslims to his cause - he needs their money to fund terror projects. AQ has always used softer rhetoric to attract recruits as well - this is the same old template.

At least I'm now convinced he's still alive. Regardless of what the US and our allies do in the Middle East and regardless of our political opinions and affiliations I think we can all agree that Usama Bin Laden is an A-hole that we'd all like to see hung up.
And, on a separate note, I am a democrat who has experienced terrorism first hand: I was only two blocks away from the World Trade Center when it was first attacked. I saw things that I never expected to see in the US and I am a firm supporter of the War on Terrorism and the war against Bin Laden.

bin Laden will be looking for ways to attack America and the west regardless. It wasn't coalition troops in Iraq that thwarted the latest plot in Frankfurt: it was a carefully coodrinated international police and intelligence sting.

As for leaving are you even aware that UBL exorted Zarqawi and other Wahabbist followers to bring jihad to the Shiites (whom he considers apostates)? If the troops leave the civil war will continue between Sunnis and Shiites and al Qaeda in Iraq will divert its attention to that struggle.
