Does anyone know if there is a manufacturer who makes softshells similar to the PCU layer 5, made from Epic nylon? I want something closer to woodland DPM colours than ACU and without insulation - basically an Epic smock.

Try Beyond Clothing (http://www.beyondclothing.com/). I've got a set of their utilities I wear for work - they'll customize stuff for you, and make things in various colors, not just earth tones.

they are quite good, real sturdy and indestructible fabric. The green colour is very similar to the green in the DPM pattern.

I have a arc'teryx gamma hoody, I love it. The only downside is that it isn't as warm as some of the other soft shells I own. However it is more water resistant and the hood is nice. If you look around you can find them for cheaper then the $300 price tag, I got mine for $200 I think.
