Where there just coincident that the SAR-21 and TAR-21 have almost the same name and look very alike or where this some joint program?

Marketing - especially for a new untested weapon. Names like M-16 and M-4 are designations given by the US military for weapons adopted; The G and MP prefixes for H&K weapons are well enough known around the world to sell on. But if say Steyr comes out with something new (as with the AUG) in the 70's or Israel's Tavor, a nifty name might help sell it abroad. The number 21 is chic these days.

Well, the Singaporeans and Isrealis have a long defence R&D relationship going on.As well as South African and Israelis. In fact, the CR-21 is very similar to the Tavor prototype.

My guess is that the 21 just sounds newer and better. For example if company A makes an AR-2007 then company B makes an AR-2009 which do you think would be more advanced? Probly the latter one. So by just sticking in the 21st century they are playing it safe..... until the AR-22 hits the shelves p-)
