There is an ongoing power struggle between the office of President of Poland and that of the Prime Minister. I must admit that I have not studied the Polish Constitution in depth and I have no deep understanding of the idea of partition of powers in Polish political model. But I have a grasp of major ideas.
In theory - it supposes to balance the executive powers and check against their abuses. In practice - this model has always been a source of constant frictions between those two administrative centers - with only one exception, during the rules of J&L Kaczyński twins, for obvious reasons. Now, that the President Lech Kaczyński and the Prime Minister Donald Tusk are not the best of buddies and that they represent competing political parties, this system is not just a source of frictions - it is also a stage for political comedians.
OK, Mister President does not want to be just a puppet, a painted effigy, he wants the real power. I can understand this. So he wants to go to Lisbon to sign the European Union treaty. And he also wants to join Mister Prime Minister in the visit to Brussels as well. Donald Tusk, in turn, does not like to be controlled by the President too much. And I can understand it too. The theory assumes that those two men have to cooperate if they really have the goodness for Poland in mind. The operative word here is a so-called "cohabitation". Well, yes, this would work if it was not for the huge ego of Lech Kaczyński and his emotional immaturity. He loves to be appreciated and revered.

AFP PHOTO/ PRESIDENTIAL PRESS-SERVICE POOL/ MYSHKO MARKIV (Photo credit should read MYSHKO MARKIV/AFP/***** Images)Below are two articles. The first one presents an excerpt of a psychological assessment of the Kaczyński twins, which will be printed in tomorrow's edition of weekly "Przekrój". Well, I smell a trouble brewing for both - the psychologist and the weekly - there will be one more "contempt for president" case in Polish courts, I guess.
In view of this first article the second one is a pure comedy. Baby Kaczyński takes his little pail and the little spade and he goes to play in the other corner of the sandpit.
Psychopathic personalities in PiS
December 11, 2007
Interview by Paweł Moskalewicz - Excerpts
President Kaczyński will not survive to the end of his office term. PiS [political party - MZ] is on a decline due to emotional faltering of its leaders. Among those politicians there are mostly psychopathic personalities. Elżbieta Sołtys, a psychologist, prompted by "Przekrój", sketches an emotional portrait of the ruling class.
Przekrój: Jarosław Kaczyński feels terribly offended by his deputies and wants to kick them out of PiS...
Like a child!
A child?
Sure. Certainly such uncontrollable explosions of anger towards anyone who is against us is a characteristic of preschoolers in a sandpit.
He did not mature?
Not a bit. Jarosław Kaczyński, as his brother Lech, is absolutely not able to control his anger and negative emotions. When something wrong happens; that is, contrary to their expectations, they explode like a volcano.
They did not grow up?
In certain aspects - not at all. Maturity of a human being can be assessed from emotional and intellectual angle. Intellectually the Kaczyński brothers are OK, they are university graduates, Lech has earned his Ph.D. and Jarosław is able to plan political games and strategies. But emotionally - this is a kindergarten.
Where does it come from?
In my opinion this is a result of traumatic events from their childhood. Probably their parents are guilty. Did they castigate them? Did they expect too much from them? Were they too rigorous? I do not know but the twins look like a classical product of a too rigorous, almost toxic foster.
Elżbieta Sołtys, 52 years old, a social psychologist. She graduated in 1980 from Jagiellonian University in Cracow, majoring in psychology. Her second level of professional specialization is a behavioral psychology. She is a supervisor of Polish Psychological Association and Association of Coaches of Non-governmental Organizations. She was a member consulting team for Ministry of National Education. In 2001 she wrote a ministerial decree about psychological-pedagogical aid. She is a coach of Polish Children and Youth Foundation and a business coach. Ten years ago she has established Elżbieta Sołtys'es Psychological Laboratory. The company trains business people and teachers. It also trains business coaches and personal advisors.
Full interview will appear in the next edition of "Przekrój", on Thursday, December 13.

President Kaczyński prepares an alternate celebrationTVN
When on December 21 Prime Minister Donald Tusk will be celebrating entry of Poland to Schengen Zone at the Polich-Czech-German triangle near Bogatynia (German: Reichenau), President Lech Kaczyński will take part in a competing event 800 kilometers away - at the border with Lithuania. The President's Chancellery is preparing the celebration literally at the last moment - writes the daily "Palska".
Preparations for official ceremony of opening the borders have been going on for several weeks. On December 21 Polish Prime Minister Tusk, German Chancellor Angela Merkel, Czech Prime Minister Mirek Topolánek and Chief of European Commission Manuel Barroso will meet at the junction of the borders of Poland, Germany and Czech Republic. But - according to "Polska" - this will not be the only fete related to the opening of borders.
Exactly at the same time, but at the opposite corner of Poland - at the border crossing between Poland and Lithuania in Budzisko, the presidents Lech Kaczyński and Valdas Adamkus will be also celebrating. "Nobody has invited President Lech Kaczyński to Bogatynia therefore he decided to organize his own celebration" - explains to "Polska" an anonymous official - who knows the issue, that decision of the President's Chancellory.
Officially, however, almost nothing is known about the President's event. The President's Chancellory was quite mysterious yesterday and no answers have been given to the "Polska" questions. Equally discrete is the Chancellory of Lithuanian President Valdus Adamkus. "We have no program of this event, please contact the Chancellory of President Lech Kaczyński" - told us Antanas Martusevieius from the press bureau of the Lithuanian President.
But it is unofficially known that the mystery of the presidential chancellories is caused by the fact that such program simply does not exist as yet. During the Monday's organizational meeting in the President's Chancellory (with participation of security services) an idea was put forward that the presidents of Poland and Lithuania will symbolically cut the barber wire - stretched along the border.
Even the Border Guard have learned about the event in the last moment. "This subject has surfaced two days ago" - admits CAPT Jacek Sońta, a spokesman for Border Guard. Equally surprised are representatives of the Ministry of Internal Affairs and Administration (MSWiA), who are the co-organizers of the event in Bogatynia. "We have not been officially informed about the presidential event" - says Wioletta Paprocka, a spokesperson for MSWiA. She adds that the department has not sent an invitation to the President, because the celebration in Bogatynia is organized the level of chiefs of governments. "Mister President, as a head of state, has obviously a right to organize his own celebration" - she says.
