Part of it is culture. Memorizing the Koran is seen as a better calling than more practical studies. Can't expect a guy with an advanced degree in Sharia Law to know anything about agricultural engineering. And what self-respecting Bedouin would want to be bossed around by a woman?

It's something like in Israel and the hasids refusing to serve in the army, yet claiming moral superiority.
