LONDON - Britain said today it will award an honourary knighthood to the top U.S. military commander behind the invasion of Iraq, retired General Tommy Franks. The announcement sparked outrage from critics of the war, who pointed to the mounting civilian death toll in a conflict that has become mired in scandal and bloodshed. Defence Secretary Geoff Hoon will present Gen. Franks with the honourary Knight Commander of the Order of the British Empire today in a private ceremony, said a spokesman for Britain's Ministry of Defence. "General Franks has been a sterling friend to the UK during a period of extreme turbulence in world affairs," he said. "This award is to recognize his exceptional and inspirational leadership of British forces during operations both in Afghanistan and Iraq." Alice Mahon, a leading anti-war rebel in Prime Minister Tony Blair's Labour Party, told the Daily Mirror newspaper, "This is not a time to be honouring American military figures when we are being confronted almost daily with the most sickening images of abuse of Iraqis." Gen. Franks, a 36-year military veteran who led the fight to topple the Taliban in Afghanistan and Iraq's Saddam Hussein, retired last summer.

I guess this is Tony's doing. Is it the Queen who has the overall authority to present a Knighthood?
