I'm thinking that they it may be Canadian but I am not sure.

Apparently he is a Toronto Police Service officer. They got first place in the uniform competition with the Louisville Metro Police Department winning the overall competition.

that's correct. The officer is a member of the Toronto Police Service's Mounted Devision or Memorial/Parade/Chief's (insert fancy word unthinkable at the moment)
