They look more like low velocity 25mm rounds. There's probably not much powder in such a short case, but the calibre will allow you pack a tidy payload in there.

Looks like a McMillan stock, maybe they're offering a rifle in a similar cailbre now, or someone else just just used one of their stocks?

It might be a .950 JDJ. It is a 20x102mm Vulcan case cut down and necked up. McMillan made a small run of single shot bolt-actions suitable for the 20x102mm, and some of these were used for wildcats based on the same case, like the .950 JDJ and .50 Fat Mac.
