Look for ATN stuff, they have some cheap NVG and also less expensive entry level NVG. quality is decent.

D-300-2ST (http://www.tacticalnightvision.com/images/monocular_page/d_300_ms_2st/D300%20Gen%20Monocular%20Description%20MAIN%20Pic.jpg) looks pretty good but a thousand dollar plus price tag is quite hefty for me considering my meager paycheck.

Aside from the cost, I think your biggest issue (especially ordering off the net) will be this...

Gen 1 is about all you are going to get without an export license. Gen 1 is a waste of money if you pay more than 200 for it. It's about as effective as your own nightvision unless you have an IR light to go with it, which also gives off a faint glow in the dark. My first nvgs were a set of Russian ON-3(?)s that I got from www.harborfreight.com for $300. They were not useful for anything really, being gen-1 and to get the benefit of nightvision, you are going to need gen-2 or higher. 750-800 is about as low as you are going to hope to find these for by sniping on ebay, but then again, if you aren't a US citizen, you will mostly be out of luck there. If you are willing to settle for gen 1, the Russian "gnome" moncular is about all you'll need.

That is not exactly true, for instance ATN optics are also sold in EU nad there are plenty of manufacturers outside the U.S.

Certainly, 2nd gen stuff is sold in New Zealand and Australia.

$800 is like PhP40,000 ... there is a guy here who sells 2nd hand PVS-7 Gen-3s for that price. No can do. Oh, well, I'll just stick with natural night vision then.

Ah, I see. I meant for gen 2 systems coming from the US. I've been at American Post Offices in Europe and no one will ship anything higher than gen 1 without export license, even if they know for a fact the recipient is a US person. Maybe the stuff for sale has actually been exported correctly... I have yet to hear of a seller stateside that will get an export license to ship >gen 1 overseas.

Thing about "2nd hand" NVG is that you could be buying a paperweight - 85% of the cost is tied down in the tube and the tube is both sensitive and easy thing to do irreparable damage to... So 2nd hand stuff is not a good price equivalent unless you are buying from a reputable source or comes with some kind of a warranty... just saying.

The US isn't the only country in the world that knows how to make >gen 1 night vision, so not everything for sale outside the US needs to have been exported.
I could buy local Saffie stuff, but it'll cost an arm and a leg for something decent - all the older stuff is cheaper.

Sure, importer will have acquired the paperwork needed. It's not such a big issue with actual merchants as they will buy a bunch. Price will be higher than in the US, but they are available.

I used to own a Night Owl Explorer, I liked it, replaced it with goggles.
