TED really is a good site.
The lecture is 25 minutes long but I recommend all watch it. It has a very valid point and solution. The speaker states that this plan is coming (inevitable) but that would call for intelligence on my governments part and I must say I am of "little faith" in that department.
Bottom line is an argument I have made here before... Let those who have been trained to fight and destroy, do so. And set up a second permanant group who job is to come in and resurect after the initial deed is done. As the speaker said (I paraphrase) "It is not the job of 19 years olds to shoot and then hand out candy, then shoot again and hand out candy. Shoot, candy,shoot, candy. They get tired of that. Let them do the job they were trained to do."
If anyone wonders how Iraq was so mishandled, show them this video for it shows how it should have been done. An added bonus is that the speaker has good skills at getting his ideas across. To the point that it is actually entertaining. He reminds me of Spaulding Gray in his film "Swimming to Cambodia", if you have not seen this I highly recommend it. Granted it is one guy talking for an hour and a half but damn it is funny and cool.

It was entertaining and it had substance. I don't agree with everything he says, but overall it sounds good.

That lecture really makes me think about whats going on in world. Concept of sys admin force is interesting.
