COMBINED FORCES COMMAND - AFGHANISTAN RELEASE

KABUL, Afghanistan, May 29, 2004 – The Combined Forces Command – Afghanistan, Office of Military Cooperation – Afghanistan, and the Afghanistan Ministry of Defense General Staff agreed Wednesday, May 26, to a plan to deploy 15 Kandaks throughout Afghanistan to provide security for voter registration and elections.

Also, The Kabul Military Training Center recently increased its training and production of soldiers. Beginning this month, the KMTC will train four Kandaks at the same time, a doubling of the ANA troop training rate over the last six months. This puts the ANA on the path to 20,000 soldiers by June 2005.

In the next few months, the Afghan National Army will start fielding regional commands and constructing permanent garrisons for these soldiers. They will be based at Mazar-e-Sharif; Herat; Kandahar; and Gardez-Paktia and begin deploying before the elections.

Last Saturday, May 22, OMC-A in conjunction with the MOD, opened the tenth National Army Volunteer Center at the Kabul Military High School in conjunction with the opening of the Recruiting Academy.

The MOD expects by the end of the summer there will be recruiting centers open across the nation in all provinces. This will ensure the Afghan National Army continues to represent the diversity of the Afghan people.

Donations from the international community continue to help build the ANA. Projected donations include 35,000 helmets from Romania, due in July. India is donating 120 light tactical vehicles, 50 four-and-a-half ton trucks and 15 ambulances. We expect these vehicles to be here by September, complementing a previous donation of 15 ambulances and 100 two-and-a-half ton trucks. India is additionally assisting with spare parts for tactical vehicles and has also pledged
donations of weapons and ammunition. We anticipate a large donation of weapons and ammunition from Bulgaria, as well. The Czech Republic and Pakistan are also donating weapons and ammunition. Please note that while this is not a complete list, it reflects the commitment of the international community to
the ANA.

In the area of Disarmament, Demobilization and Reintegration we are continuing to progress. The disarmament process started in the south and north with units from the 2nd, 3rd and 6th Corps. The DDR preparation and verification for units in the remaining regions continue. Heavy weapons survey is almost complete. Heavy weapons cantonment has started in a number of locations around Afghanistan. Both heavy weapons cantonment and disarmament,
demobilization and reintegration continue in Kabul.

Stories such as these illustrate how the Afghan National Army is succeeding in its fight against the enemies of democracy, and introducing stability in areas of unrest while serving as an important symbol of unity for the country.
