PETALING JAYA: The proposal by the Foreign Ministry for women planning to travel overseas alone to get the consent of their family is an infringement of women’s rights, Datuk Dr Ng Yen Yen said.
The Women, Family and Community Development Minister said the proposal was not the right thing to do.
“The ministry does not agree to this. I understand that Datuk Seri Dr Rais Yatim meant well and wanted only to protect Malaysian women in light of the sudden rise of women used as drug mules by international syndicates,” Dr Ng said.
“But I do not agree to this,” she said.
She added that issues such as identifying the syndicate, understanding why women were being lured into drug trafficking and checking their backgrounds were vitally important.
“We need to look at the core of the problem,” Dr Ng said, adding that she will be discussing the matter further with Dr Rais.
Dr Ng said she would be having a meeting with women’s groups and this issue would be a top priority.
It was reported yesterday that Dr Rais had submitted the proposal to the Cabinet following the revelation that there were 119 cases of Malaysian women imprisoned in various parts of the world for drug-related offences.
It is learnt that the vast majority of the women were aged between 21 and 27, and believed to have been conned or forced into being drug mules for syndicates.
Women’s Aid Organisation executive director Ivy Josiah said the proposal made women look weak and incompetent in making decisions.
She said the proposal would violate women’s equal rights as guaranteed by Article 8 of the Federal Constitution and the United Nation's Convention on the Elimination of All Forms of Discrimination Against Women treaty ratified by Malaysia in 1995.
“At a logistical level, it will be a nightmare. Imagine Immigration authorities reviewing letters of consent at bus stations, train stations, airports and borders,” she said.
MCA Public Services and Complaints Department head Datuk Michael Chong said he understood Dr Rais’ intention but thought the proposal was inappropriate.
“There should be more studies and feedback on the matter,” he said.
Sisters In Islam programme manager Masjaliza Hamzah called it a patronising way to protect women.
“Why are women being targeted? If the Government wants to raise awareness, teach the youth and educate everybody – don’t target just women,” she said.

The proposal is for a woman to get a permisson from their family before go oversea ... for their owned safety ... to know whom they go with , where and what purpose ... lately drug syndicate used them as a transporter.

Why do men make decisions on women for the sake of thier safety? Why not ban flights altogether to prevent drug trafficking?
After that recalcitrant Prime Minister Mahatir went I thought this type of thinking went the way of the Dodo...:-(

Hmmmm....in Bangkok there are women only buses. However this is not compulsory, its the females choice.

Its a half baked idea in view of women being conned. I don't see any religious overtones or what religion has got anything to do with it.

Somehow I suspect there were other motives to this than just fighting drugs.
Just like the some countries "protect" women by not giving them any rights as citizens and individuals.

Hmmmm....in Bangkok there are women only buses. However this is not compulsory, its the females choice.
Oh pls don't fall into that trap. It's the same with the headscraf women wear 'voluntarily'. Of course there are woman that have a real free choice and decide to wear it, but many others don't. Force does not neccessarily mean there is someone standing behind you with a knife on your throat. Usually pressure is executed a lot more subtile then that.

Hear you. You may do it, really, but just try doing it..... It's wonderful when these types of things are not committed to paper for everyone to critizice.
I read a very interesting article on how the West surpassed the Middle-East, long ago. Not available in English though. I think it basically came down to the West was very restrictive and religion sometimes kept scientific discoveries back and such, while the Middle-East was busy making headway in medicine, astronomy, algebra, etc. Then came a major shift in the West, and in the Middle-Eastern communities, and they pretty much switched roles. Now the Muslim (some branches, not all) religion, have let their cultures fall behind because of restrictions which are upheld without having much use anymore, and which causes more hinderance to their progress, than the protection is worth, and what are you protecting? Something old and unmoving, and it's old because you don't allow anyone to think freely about it, and to adapt it.

Exactly, this is a scary development! This is a first step to downplay women as equals. Now they need some one elses consent for something!

Womans got caught traficking drug ,they asked for their family and the goverment for help .. with a reason .. i being conned and forced to.When the goverment don't help enough ,they blamed the goverment.Issues that being highlight lately throughout the country.
Hell rather than sign for permission to go overseas maybe they should sign
aggrement ... goverment has no obliged to help you ... if you got caught during drug trafficking while you go overseas

it doesnt have got anything to do with religion at all....recently an increasing number of young woman being dupe by their boyfriend into smugling drugs...to be exact being victimised by international criminal syndicates who are targeting young girls under 21.
The Ministry wishes to clarify that the Minister in his statement intimated that parents and employers take special interest in their children’s activities abroad including supposed trips overseas. The Minister was specifically referring to children and women under the age of 21. The Minister meant well in his proposal which is to help protect our citizens. He intimated that young girls especially, are now targeted by unscrupulous parties with attractive promises and facilities.

its call Frotteurism and its is very serious. I dont see why when the someone (a muslim) try to protect woman from Frotteur, you call them 'downplay women as equals'.

Women and ELDERLY. Doesn't have to be women only. There's no pretense of religious obligation nor was my comment about the pervert the real reason for the segregation. The women can still choose to sit in the common cars if they want to. But if they want to be seated, because it just so happened that men nowadays, don't give up their seats anymore, then they'll have to choose those two cars. Big difference.

People here blame others and not themselves.

Due to 50 years of being ruled by the same party, people here have a hard time realizing that the government is made up of...themselves! We are still stuck in feudal times where blind loyalty and dependence on the Sultan is life.
The internet is slowly changing this, evidently from last election results.
