UN: Small Countries Not Reporting Terror

UNITED NATIONS (AP) - Dozens of small and poor countries aren't reporting on their efforts to fight al-Qaida and the Taliban because they don't have the money or they're confused about how to do it, officials said.
The U.N. sanctions monitoring committee, which started work after the Sept. 11, 2001 terror attacks, said it's concerned about disturbing new trends in terror financing, including the use of import and export companies, criminal smuggling networks and kidnapping.
Last month, the sanctions committee named 68 countries that didn't meet a March 31 deadline on what they are doing to implement sanctions against al-Qaida and the Taliban that include freezing assets, a travel ban and an arms embargo. The sanctions were imposed in January under a U.N. resolution.
``Our preliminary conclusion is that it's not lack of political will but rather lack of resources,'' Chile's U.N. Ambassador Heraldo Munoz, the committee chairman, said Tuesday after reporting his findings to the 15-nation Security Council.
His comments came as the International Institute of Strategic Studies in London released a report Tuesday saying that al-Qaida has more than 18,000 potential terrorists scattered around the world and is probably working on plans for major attacks on the United States and Europe.
U.S. counterterrorism and law enforcement officials also say intelligence indicates that a group of terrorists already deployed inside the United States is preparing to launch a major attack this summer.
Munoz pointed to technical difficulties and the need for financial assistance in the mostly small and poor countries. But he also said many countries were confused by the need to report separately to his sanctions committee and a separate U.N. counterterrorism committee.
``We need to clear up for some countries the differences in our tasks,'' he said.
Munoz noted what he said was an improvement in the control of non-governmental organizations, welcoming measures in some countries to require all such groups to maintain records on the origin and destination of assets for six years and to correctly identify the sender and recipient of any money transfers.
Sudan, which is on the U.S. list of countries sponsoring terrorism, was among the countries that have yet to report.
Costa Rica's U.N. Ambassador Maria Elena Chassoul said Tuesday that her country found no al-Qaida or Taliban-linked individuals or assets and assembling the report was not an easy task.
``I'd like to underscore the point that the implementation of these sanctions is a highly complex process and accordingly it requires time in order to carry it out correctly,'' Chassoul told the council.
A U.N. resolution adopted in January 2002 shifted sanctions from the government of Afghanistan to bin Laden, al-Qaida and remnants of the Taliban following the Taliban's ouster by a U.S.-led force.

It's better then your tactic: Sending soldiers just to say in 20 years that you did something to rebuild Iraq. Can you tell me exactly what did you do in Iraq? I mean, did you kill/arrest any terrorists? Did you stop a terror attack? What exactly did you do there to fight terror? When you'll do as much as we do to fight global terror (fighting 4 terror organizations) and gathering information about terror attacks all over the world then you'll be able to criticise Israel, but when you send soldiers to scratch their balls in the Iraqi dessert you are not fighting terror.

USA, UK and Australia overthrowed Saddam, the rest just joined in later.

Grimmy sounds like one of those guys who thinks people should be able to fix a country thats been slowly destroyed in every aspect for over thirty years, in... oh, less then a year? It took america over a decade to get settled in. Just a thought :P

So let me see, the UN drew a line on a map, the Arabs then invaded right after and yet in a war we defeated them and then become a livable state and yet you say that international intervention created Israel?? :roll: rofl rofl rofl

Also even if what you say is true (and it’s a BIG if ;) ), it has no bearing on what UoUo said and doesn’t disprove his point of how hypocritical a lot are.

Your line was IMO just a starwman argument for it really had nothing to do with UoUo's point at all.


Btw as for UoUo post, well IMO it was a great post for indeed the hypocrisy is indeed sickening from a lot that love to point their fingers at us but in reality don’t have even as much as a dogs leg to stand on themselves (might I also add face much less danger to their national security as we face on a daily bases).
