Mostly to prevent drug trafficing from Afganistan and to stop different terrorists activities here.

When borderguards tried to detained them, they opened fire with small arms.Borderguards returned fire. Several transgressors were killed, while the rest escaped to Afghanistan. Guards seized six sacks with 204 packs of heroin,There were no casualties among Russian guards.That was the largest batch of heroin, seized by Russian guards at the Tajik-Afghan border. I might be able to add a little bit to this, I spent some time in Kyrgyzstan and have a bit of awareness about the drug traffing through there. I don't think the Russians, Tajiks or Kyrgyz are trying very hard to stop the smuggling. Of course a few smugglers get caught and few commanders aren't corrupt, but much of the cross border traffic flows unimpeded. One of the primary drug routes for the Russian opiate market runs through Tajikistan and then Kyrgyzstan (drugs also flow through Uzbekistan, but that's not as cool because the Uzbeks execute traffickers). Most every aspect of society in CA is corrupt, the military and border police are no exception. To given a example, not too long before my trip to Kyrgyzstan, the Tajik ambassador to Kyrgyzstan got kicked out by the Kyrgyz for heroin/opium trafficking. In a seperate incident, the head of the Kyrgyz anti trafficking police unit got caught selling from a personal stash of opium. His stash was more than a few kilos and was located in his office safe. I never got robbed by the police or military while I was there, but I witnessed them shaking down the locals many times.

I would suspect the Russian commanders put on a show of force for the cameras.

Chilling at a militsia checkpoint. They were very friendly. The commander gave me food and water and offered the services of the two girls in his camp. I took the food and water (needed the latter and not the former - who want's the runs?) and passed on his pimping offer.

Can't deny that corruption poisoned many in those places. Just imagine that you can become a rich man just by allowing one caravan to pass. But actually Russians less corrupted comparing to local officials. Many Tajik authorities involved in trafficing.
