How do you go about getting issued a ACOG scope or something in the armed forces? Do you buy it or are you just issued it?

"ACOG's or something" are usually issued, although there has been more latitude lately regarding the use of personally owned optics.

Generally issued to the individual. Depending on the amount of optics available they'll go to just team leaders and DM's, or if there's enough the whole unit.

In my Battalion's case every weapon has an ACOG and PEQ15. The SAWs even have them and I've seen a SMAW or 2 with them as well. I have only seen one case where a personally owned optic replaced the ACOG.
