Can't really call this news any more, and i don't know how credible the above link is, but it wouldn't strike me as odd if it is true.
Nauru is a tiny country which in the past has based it's entire economy on a dead end resource; Phosphate mining.
The place is going broke and apparently, in a desperate bid to get some more income, they're handing out passports to anyone willing to pay some. That also includes terrorists.
