Can you be more specific? What do you want your system to accomplish? You can get solar charged motion detector lights at Home Depot or Loew's for less than $100.

Take a look at the Millennium Sensor gear--they have wireless portable motion sensing and video surveillance systems starting in the $5K range.

Someone like tech sec technician propably could ragtag something from commercial stuff but it wouldn't also be cheap. Also buying doesn't solve anything without knowledge how to properly configure such set it can be nearly useless.
