Assuming it is a bomb (I'm not convinced it is) it could only be a fuel air type at a guess.

If I right click on your picture I see it's named "usblu82faedi9.jpg"
If I search for "BLU 82" I get this (http://www.google.co.za/search?hl=en&sa=X&oi=spell&resnum=0&ct=result&cd=1&q=blu+82&spell=1) - mystery solved.
Check out the FAS page (http://www.fas.org/man/dod-101/sys/dumb/blu-82.htm) on it

Thats hard to do as they are built by the Air Force when they are needed. Kinda like ordering at jack in the box. We won't make till you order it. I do believe they are built at Hill AFB. and then fueled up on location.

Might have been the last of that batch. I do know that they were custom built at Hill AFB during the first gulf war. They may simply be moving away from this unit.

This is a pretty simple bomb to make, at least for an industrial country. I doubt it would be hard to a make at all. There is nothing high tech about it. Except maybe the C130 that drops it.
