Since both ships have similar dimensions, armaments, and mission objectives - what is different about them? Are the Ticos redundant?

they are both built from the same hull, the cruisers have more VLS silo's i believe (2x 61? as opposed to 1x61 and 1x 20something)

apart from that I've no idea.

Just with respect to weapons,

1) The Tico class cruiser has 126 VLS cells. The Flt IIA Arleigh Burke has 96 VLS cells (32 fore and 64 aft).

2) The Tico also has 2 5inch guns, 2 Phalanx CIWS and a 8 cell harpoon missile launcher. The Arleigh Burke Flt IIA has only 1 5 inch gun, no CIWS fit, and no Harpoon missile launchers though there are space to fit them if necessary.

3) Flt IIAs are supposed to be armed with the ESSM while the Tico's will get them when they go through the Cruiser modernisation upgrade.

4) Significantly, the Tico has 4 SPG-61 radar illuminators for the SM-2 missiles while the Arleigh Burkes have 3.

The ESSM (http://en.wikipedia.org/wiki/RIM-162_ESSM) replaces the CIWS, as it has longer range and supposed to perform better against supersonic anti-shipping missiles. I would prefer both.

Also the Arleigh Burkes have wider hull ratio than previous US naval ships. The Ticos are based on the Sprurance Destroyer hulls.

Yep, the navy felt that the ESSM provides superior defense against supersonic ASCMs than the CIWS. But you cans till see more than a few Flt IIAs with the CIWS fitted. Sometimes, just 1 system is installed instead of the usual 2. Not sure why they do that but i am thinking the Phalanx block 1B has significant anti small boats capability, something that is needed nowadays. And having such a last ditch defense is always better than none when facing proliferating ASCM threats.

Multi-layering is the way to go. I'm not sure why you they would remove it it all. StandardMissile+ESSM+Sea RAM+CIWS would make me feal safer.

No gun-CIWS is a no-no, hope the USN won't taste the same as Royal Navy did in 1980. After the Falklands War RN was very desperate to mount barrelled CIWS (Phalanx or Goalkeeper) on their ships. The Russians never gave up the guns for their ships and even their newest multi-system (3K87 Kortik/Kashtan- CADS-1) have two six barrelled 30mm guns alongside the SAMs.
