just cause they are so armed and dressed does not indicate IMHO that they are HRT, even that they are FBI takes the assumption that the reported got their facts straight.

If they are fibbies, then they are probably the DC field office SWAT team.
In my opinion I doubt they are however. Does my man on the right even have a magazine in his HK. The man in the background appears to be carrying an old M-16A1. Notice how they have hand mikes for their comms instead of throat or boom mikes. That alone reaks of city SWAT. Besides, the badge on the belt of the man with the mustache looks too large to be a FBI shield.(Aside from which, no self respecting FBI agent would wear his shield on his belt, especially when he is decked out in full rock 'n roll dress). More then likely they are the SWAT team of one of the county or metro departments in the area.

Trust me these troops are not from the FBI-HRT. STOLI could be on the right track but I'm leaning towards no.

I'm just guessing, but they could be members of the Rockville, MD PD SWAT team. The uniforms they are wearing look similar to the ones they wore during the SE Regional SWAT Championship, but I can't see the patch on the guys shoulder to be sure.

Also, The DC field office FBI SWAT team used to have the letters "FBI" on their tactical vests. I don't know if they still do know though.

It is HRT. The box attached to the bottom rail is a PTT for the Silynx comms system.
