Not really true. NATO extensively used guided weapons, whereas the Russian AF still does not seem to deploy the various air to ground guided weapons its Military Industrial Complex offers. The Russians tended to use much more firepower in the 2nd chechen war, but little of it was precision guided and a lot was also from artillery. The Russians using ground forces where NATO used only airpower.
