To all experts in this forum: Are there countermeasures/technologies used or under development to jam/dysfunction hostile infantry's equipment like optics/nv/laser designators/PDAs/com-suites or even the weapon (rifle) itself?

Sneak into camp, steal their bullets, replace primer with C4, sneak back in and return bullets. p-)
All I know about is jamming GPS,although if they are using military gps most of anti jamming. And blinding NVG's with whitelight.

com suites are jammed though electronic warfare suits
optics can be "jammed" (in fact destroyed with often the natural optic aka the eyes behind) by a laser (some stuff of that kind are present on armored vehicles to destroy optic/camera on ATGW systems)
i am not aware of something able to jam laser designators except smoke and debris (or fog or rain)
concerning the weapons there was years ago some studies about non lethal weapons like some chemical components with the hability to eat the gum of any tire (on truck to airplanes) and some components with the ability to eat plastic composite
but i don't know how far it has gone
some studies were also done to disable enemy bases with quick solidifying teflon based aerosol air or artillery dropped
making for example the runway of an airbase so slippery that no aircraft can take of
but that also has reached an unknown development

Well, jamming (the process of disabling devices that operate using radio frequencies) isn't that difficult. The idea behind it is to create so much white noise, much like we do with older Soviet NVG equipment, that the radio/cellphone/etc. can't filter through it to get the legitimate signal.
In fact, you can build your own cellphone jammer. All they are is a transmitter (antenna, tuning circuit), usually low powered which is why they only work in short range, connected to a noise generator which creates random bursts of electricity (static or white noise).
As long as you know what frequencies a device uses, whether it's radio or radar, you can jam it. Now, doing it effectively is a completely different issue.
The real problem is the means to do this on a large scale. Obviously the military has access to the type of high powered transmitters required to jam frequencies over a large area. Chances are not everyone is going to have a large microwave antenna in their backyard, and even then using it in this manner will get you arrested. On top of that, I think the fines for having a high power jamming device is something like half a million dollars.
So, unless you're teaming up with Patrick Swayze and Charlie Sheen and need a way to fool those MiG-21's from finding you, it's advisable to stay away from trying to do this kind of stuff.

As far as trying to "jam/dysfunction" any "PDA/com-suites", the US recently developed Windows Vista.
Very effective.

In Cool Hand Luke, Paul Newman used Cayenne Pepper to disable the enemy corrections officers' dogs' sense of smell. He probably learned it from Chuck Norris.

In one successful escape from Auschwitz a couple of inmates used Russian tobacco soaked in petrol to mask their scent from search dogs.
