A hi-res, full version would be very nice indeed.
Maybe it was filmed using a helmet-mounted camera for de-briefing and after-action report purposes, or as training material.
Although the image is small, the resolution and clarity look excellent. I know SWAT teams use such cameras for the purposes mentioned above.

I don't know about the system used in the hostage rescue video above.
The SwatCam is a digital camera, with the objective (low-light capable by means of an IR illuminator) mounted on a bracket similar to an NVG bracket mount. The chip and battery are located in a case mounted on the rear of the helmet and a wire runs alongside. With this system, the footage is stored and uploaded later to a computer.
As I mentioned, the purpose of this is after-action analysis of the operation, not real-time assesment (Aliens-like). I don't know if it's even possible to stream the image via wireless means from a package small and light enough to be convenient. Besides, the transmission would be affected by buildings and other obstacles. I saw footage of the SWATCam used in sewers, I don't think a data transmitter would have been of much use in this particular case.
