The most overall effective and cost efficient round for regular semi-auto shooting.

Here in South Africa 9mmP beats the others hands down in terms of cost.
In terms of effectiveness, I'd say it depends on what you're going to be doing.
If it's for self defence, you'll get into that whole bigger is better debate, if it's for something like IPSC shooting then you need to consider the factor for each calibre (9mmP = minor, .40 & .45 = major), as they'll score differently.

Don't underestimate lethality based on round size. The virginia tech massacre was carried out with a .22lr and a 9mm and they were plenty effective.

Well I used to own a few pistols, 9mm is prob the best in an semi auto, other wise I always found the combination of .357/.38spl to be a cost effective and versitile, especially if you want to shoot different matches at a club.
That would also be good for a personal carry, either a small .357mag snub or .38+p semi.
Other than the Desert Eagle I don't think there are many semi autos in .357mag?

.45 all the way, when you looking at cost, it is not the price that is important, it the cost to coolness fear factor. PS .40 is for cops, 9mm is for military and week euro cops, because they not allowed to have cool pistols any more.

I agree that 45ACP 9s probably the most effective round, even if the HP does not expand, you just get a decent half inch hole....for a pistol, you always want heavy round with a nice punch....
BUT
In most gun fight, you will likely expand a magazine full out of your 1911 and have to perform a reload. but what if while you are reloading, you might have others you have to dispose of...
a higher capacity magazine with something like a 40SW XD-M, Glock 22 or M&P40 are proably not as effective as the 1911 45, but more tactically sound....
I exclude the high cap 45 pistol as those are just overly large.

A pea shooters a pea shooter lol and that's about what the 9X19mm is. If you have a subgun then I think that the 9X19mm is best suited for you cause you can control it and your putt'in a whole bunch to make up for its wimpyness downrange. If your shoot'in in a handgun and want stopping power then walk on cause you lose allot of FPS depending on how short the barrel is. Good caliber for newbie's too cause the bark is mild to non-existent and the operator is less likely to have to overcome a flinch.
.45ACP aint that much more expensive and despite traveling at a slower velocity compared to the 9mm it still packs a more effective punch. It performs great in handguns and still is controllable enough to work in a subgun. To a newbie or fresh recruit it might take some getting used to but it delivers when you need it. In a subgun you don't need to really burp out allot to disable your target and even if it doesn't terminate it it will knock it down. Lots of good things to say but its not what you asked for and things you probably already know anyway.
Round for round the 9X19mm has it licked for being the most cost effective...........p-)

The easiest way to determine this, is to go to a store and look at prices.
9mm is the most popular selling round and he least expensive one to buy of the three.
Look at Winchester white boxes, bulk packed 100 rd box.
For reloading, 9mm is the less expensive one to make too.
BTW, the original question was; "The most overall effective and cost efficient round for regular semi-auto shooting." If you note it has nothing to do with knock down, kill power, ship sinking, anti-aircraft ability, etc.
