Roger that. My first impression was the strap that came with the commo wire reels, the EE-whatever it is.

Looks like the strap for a TA-312 Field Phone, especially since he mentioned the buckles were heavy.
Edited to add: Do a Google or eBay search for "st-19-a strap" and you'll find some answers.

Generic Carry strap, US Issue, WWII era. Could be used for M1936 Musette Bage to Field Phones to Cable Reels, etc.
