I think it is a plate carrier. The tab just to the side of the jolly roger is the plate release. Look at the BattleLab/ DiamondBack Tactical Carriers.

I think it more like CIRAS-Land by Eagle Industries.
Look at the shoulder pads and the quickrelease on the right side of the vest are similar to CIRAS.:)
