Define better.
Most countries have a standard round of choice. NATO countries and those aligned to NATO will use the 7.62 x 51mm. In such a case there is no choice as to what they will think is the best. Equally in Russia and a few of the Soviet republics that choose to continue to use the 7.62 x 54mm round then the choice is equally clear.
Any country that doesn't make its own rifles will no doubt have to choose, but why would they pick either in this day and age when there are a variety of specialist sniper rifles they can pick from these days.

anyways, the M14 is not a sniper rifle, it's a battle rifle. The M21 is the sniper version of the M14. u should change that little detail

Well, firstly get your terminology correct.
An M21 is the Sniping version of the M14. It uses a national match barrel, glass bedded wooden stock or a composite stock, tuned trigger unit and many other modifications, to maximize accuracy.
Flash Suppressors are reamed out, Gas Sytems modified for barrel harmonics. bipods fitted, different style of scope mountings in use, etc. all to maximize its potential.
IIRC USSF had the M25's which was a improved M21 system before the switch over to the M24 system.
Ammunition is either M118 Special Ball(LR) or the New Sierra Match king HP round.
I have no real experience with the SVD other than firing a few rounds and wasnt vastly impressed. But that was with rounds taken from a PK belt, and accuracy was mediocre to say the least. Do the Russians and the CCCP before them manufacture match grade 7.62X54R?
Optics are a whole other category. From the initial ART scopes to the AN/PVS-10 and beyond whereas the SVD seems to use the one low power scope. Frankly I think the SVD is more an SDM rifle, than a true Third Eye Manufacturer.
