These are really old photos, taken back in 2000 when there were no digital camera. I tried using shadows/highlights in photoshop but it does not seems to work. Are there any chance that I can fix them?

Very little chance if they're scanned. That's my opinion, maybe someone else knows better.

Ahm take them to a professional photographer.

There is not much you can do.
You have to think of the following:
If you take a picture with a modern digital camera there is alot of "information" you can work with, and for example on dark images make things "visibible" by tweaking the light etc.
With such a picture that is scanned there simply is too much information lost.

ok thanks!! Got thatIf you have the negatives you can have them developed professionally and the image will come out lighter.

It's quite easy to. I use film a lot and yeah. Be suprised what yo can do to a photo with film.
