Yep it's Russian , bad photo quality but "Leningrad factory" And no it's not military , for tourists

This is touristic rucksack made by "Leningrad experimental shipyard of All-Union Central Council of Trade Unions". "Experimental" means "not subject to planning prescriptions", such factories had greater freedom to produce what they can and like. This factory was producing touristic and sport yachts, mountain touristic equipment etc.
I never heard of anything military produced there.
