99% of the country didn't elect Rangel, and 99.9999% didn't vote him on to ways and means. I hate to sound undemocratic, but perhaps there was some sliver of merit in limiting voting rights to property holders. I'm not advocating it - just lamenting the deficiencies of the current system.
