There quite a few things that can be done to a basic rack grade M14 to accurize it these days and some excellent stock choices to take it further.
Sadlak makes some excellent parts though. I use their parts myself in both my tuned M1A's.
One of the best forums on the net for M14's, with tons of great information and frequented by some of the best M14 armorer's around though, that you should go to, become a member of, read the archives and ask questions your looking for answers to, is the M14firingline Forum.

Conscript, in your situation since it's going to be difficult to find someone experienced in doing match/accuracy tuning for the M14, your best bet might be seeing if your commander would be willing to pay for a Sage stock and a few other parts.
With the Sage you'll get a stable platform for tight fit of the receiver, beginning mounting rails for optics and LOP stock adjustment in one.
You won't need to worry about a unitized gas system since it removes the frontband for use and shims it instead, all of which you or your armorer could do easy enough with the instructions and the right tools.
You won't need to bed the action as the stock is designed for it and by simply tuning the trigger, adding in a couple choice parts like a Sadlak op rod spring guide and some Tubb's chrome silicon springs, you'll be pretty well off in making that M14 into as accurate a rifle as it's capable of being, which can be quite alot depending on the shape it's in.
and H2O_Man would approve. :-P

Go to your rack, find the best condition M14s you have, take it to the range with match grade ammo, and find the few rifles that could be the base of your DM project...
If the gun is shooting MOA as it is... you might just have to spring for a mount and scope...maybe a bi-pod.
since you have a budget issue, and te base gun once selected is shooting well, you really have no need to upgrade stock or barrel just to better the accuracy by 1/4 to 1/2MOA. you would be amazed at the kind of accuracy you might find if you take the time to do the testing on the range...
this will help you save some serious money...since mount, rings and scope are not going to be cheap..
