It is a cover from an Army field Artillery Unit in the Netherlands.
The Capitals KL mean "Koninklijke Landmacht" or in English Royal Army.

The Dutch 11th artillery batalion, horse artillery regiment.

Besides the PzH2000, with they operate in Afghanistan right now, they are the ceremonial unit of the artillery and as such also provide a salute battery.

They are the only unit in the Dutch armed forces to wear the garrison cover.
The photo you posted is incomplete however, as the garrison cover is without it's yellow tassle. Whool for the ranks below WO1, gold for WO1 to 1st Lt and a thicker gold tassle for captain and higher ranks.

Indeed it does, in the front tip is a small slit where the wire of the tassle passes trough and then is fastened on the mentioned hook.
