I'm trying to figure out why some soldiers with jump wings wear them and others don't? I assume they're only used in jump units, but I've seen pics of guys in jump units without them, is there a reason for it?

If you're assigned to an airborne unit you will wear your unit colors behind your jump wings. Airborne qualified personnel not assigned to an airborne unit will wear just their wings. If you go to get your DA photo taken or have to wear your dress uniform in the Mess uniform configuration, you'll take the ovals off no matter what. I don't know the reason for that. Stupid Army rules just for the sake of having rules, I guess.

Its known as a flash. Berets for Airborne Units have the same color scheme behind the rank or unit crest.
