here's a rough translation of the commentary.

"These images were filmed from the Commandos Marine’s zodiac. In the sky, we can see the Panther Chopper that spotted them, from where a sniper is likely to watch them."

"We’re getting closer at the speed of several knots. Obviously the pirates are surrendering. They have their hands up and don’t pretend to resist."
"We can see another zodiac that’s surrounding the skiff. In the background we can see the Nivôse frigate. The pirates are now prisoners. They’re equiped with life vests to protect them as well as to hinder them. They’re taken aboard the zodiac. The other one already left."

"Now are shown the pirates’ weapons. Light weapons : Kalashnikov and RPG-7."

The journalist goes on with explanations about the scenery : it could have been off the coast (because of the calm sea) but in fact it’s taking place in the middle of the Indian Ocean near the Seychelles, that’s pretty far from Somali coasts (almost 9000 km). What we don’t see in this footage is that pirates don’t come here on skiffs but on bigger ships (mother ships).
