It looks like a Fleet Marine Force Ribbon. I didn't find it under Marine Corps ribbons, but under Navy ribbons. Hope it helps.

@bj, make sure your friend knows the right order so it dosent look like
it was thrown together, ribbons have an order of precedence, highest to lowest

The Fleet Marine Force Combat Operation Insignia is an attachment to the various campaign medals, and Navy service ribbons, and is authorized by the United States Marine Corps (http://en.wikipedia.org/wiki/United_States_Marine_Corps) to any member of the United States Navy (http://en.wikipedia.org/wiki/United_States_Navy), who is assigned to either a U.S. Navy unit under operational control of a Fleet Marine Force (http://en.wikipedia.org/wiki/Fleet_Marine_Force) unit, or an individual sailor assigned to Fleet Marine Force unit. The unit, or individual assigned to a unit, must have engaged in active combat during service with the unit.
The Combat Operations Insignia is a one-time decoration and no more than one insignia may be worn on a ribbon, or campaign medal.
