President Obama’s choice as chief of protocol for the State Department, a position that carries the status of an ambassadorship, did not file tax returns for 2005 and 2006, errors she corrected last November.
The nominee, Capricia Penavic Marshall, has placed blame for the problem on the Postal Service and on miscommunication between her husband and their accountant.


In her written answers and in accounts she gave to government officials, Ms. Marshall has said the errors were unintentional. She has said that her husband failed to recognize that the couple’s accountant had included the tax returns for 2005 in a binder he provided with copies of the returns, and that the actual paperwork was never mailed.


The couple learned something was awry, Ms. Marshall has said, when the Internal Revenue Service notified them last fall that their 2006 return had never arrived. She wrote that an agent “advised us that there were a large number of tax returns misplaced by the D.C. post office for the 2006 tax year.”


That call led the couple to the discovery that the authorities had no record of their returns for 2005 and 2006. No late fees or penalties were assessed when they later submitted the returns.

No, but it sure goes to show aint no one in his staff who apparently Vetts Nominees for Basic Triplines. Govt used to send the US Marshalls after Tax Dodgers in Ark & Montana, now we give them cabinet level appointments

Well perhaps "Capricia" ought to stop acting all "capricious" and assuming that she has the cranial intelligence necessary for her job should've known that if you send the returns via U.S. Postal Service, certified-mail, there is no possibility that if something is lost, you will be blamed for it.

She is lying through her teeth. Blaming the USPS? I guess she's too educated to know about Certified Return Receipt and that is the least of it.

When you file you either owe money or are owed money back. Never seen a W-4 or tax estimate so good that it was a zero balance owed either way. If you are owed money back, the IRS doesn't hunt you down telling you to file because after 3 years of not filing they keep any possible refund. If she did owe money she would of written a check when she filed for what she owed. The IRS would of been haggling her about her amount owed if she didn't send money on what she owed so she would of been constantly reminded about the money she owed on the return she "filed".

She's a scumbag for lying. I can sympathize with the act of not filing. The IRS is nothing but a monkey on your back. But lying about stuff like this is unacceptable.

Without a requested extension?!! When the IRS claimed my daughter was not my daughter, a claim which took $1000 in lawyers fees to disprove (without so much as an apology, by the way), by the second letter the fine/fees/penalties had doubled. By the time the third letter came those same penalties had tripled. Hmmm... I must have made the wrong political affiliations early in life.

It amazes me how the Bush administration was viewed by the left as oh so corrupt. The appointees of this administration make no bones about placing themselves above the law. Then again, "only little people pay taxes" ala Leona Helmsley. These folks are obviously in the "big people" realm.
