In Germany, Greenpeace has a big administration. Mainly people sitting in a office tower, wearing suits doing office work. You wouldn't know that they are part of Greenpeace. I imagine one of the big problems of such organisations is that parts will simply make up themselvs. If you give me work and tell me that this work is based on finding new problems, I will find new problems.
They are really venturing into the business world these days. They are trying to get into the label market (Things like "Greenpeace Energy" - Label for "green" energy producers), and are publishing a magazine. Among other things.
And that Greenpeace-Magazine had a nice scandal here a few months ago. That magazine was mostly made up with test about retailers, product test etc. One very big german retailer had miserable results on fresh fruit quality, and suddenly after a few months exactly the same retailer got best grades, in all kind of categories. Turns out that exactly this retailer bought thousands of copies of the Greenpeace magazine every month, massivly driving up their print numbers. However those magazines were for the very largest part never sold. Reporters found out that in most stores they would simply get dropped into the trash, and asking cashiers if they knew the magazine, some of them said "I never sold that magazine".
Organisations such as this seem to always pick up their own dynamic after some time.

Tibetan activists and other groups get their point across the world without breaking the laws. Why cant these people do the same?

Well, to be fair, the spokeperson stated that the goal wasn't to insult the 4 presidents on there and that they were careful not to damage the monument. Rather the message was for Obama to do more than just speak eloquently about environmental policy if he wanted to reach the same presidential stature as those four.
That being said, Greenpeace is a bunch of jackasses.

Greenpeace and other civil society organisations provide the essential balance to the lobbying work of corporate interest groups.
Of course Greenpeace or other organisations don't represent 100% of the people but neither do corporate lobbists or political parties. The work of Greenpeace to promote animal rights and environmental protection is as legitimate as that of all other organised interest groups in the political system.
Generating public attention for a topic is a legitimate and effective method to promote certain views. Greenpeace just happens to be on of the most successful organisations in this field. Their success is probably the reason why conservatives automatically discredit them as pot-smoking, tree-hugging, communist hippies.
The fact that organisations such as Greenpeace trespass into the business world is related to an increasing awareness among consumers for the ecological and political qualities of a product.
