does anyone make that, and the back portion in Ranger green and Coyote brown?

Yeah, Blackhawk do but not in RG and CB, just normal OD and Tan.

I think some Weesatchs are made in RG and or CB. Check www.optactical.com have a look for yourself.

Considering it's a copy of a vest made by Eagle, you're best bet is an Eagle one, but they have several differences, so I'm not too sure it'll work.

also is Eagle "Khaki" mean its Coyote Brown?

No MJK (Matt Johnson Khaki) is few tones lighter than the USMC issue CB. These are fairly compatible colours though.
