I wanted to know if somebody could tell me who produces the Belgian army modular ballistic vest/plate carrier/modular assault vest of the BEST system.

Are you thinking of BSST ballistic vests?

BSST are based in the Netherlands, Belgium and Germany. I think they produce vests for police forces rather than the armed forces though. AFAIK.
