I don't know.

The best clue is probably the emblem on the radiator, which I don't recognize.

If noone here knows, try posting it on an antique car forum. They could be a wealth of information.

I`m not sure but I`ve seen this car in some book about classic vehicles. If I remember correctly that kind of wheels were used because of many nails on roads.

Looks like it might be in England, if you look at the two womens hats in the background, I don't think Russian women had those kinds of hats. But its just a guess.
